As per my knowledge a colour blind person can get admission in any engineering college and to any branch of hir or her choice

 There are no restrictions to admissions on the basis of colour blindness.

So yes, you can take admission in mechatronics engineering in any college

Both are pretty good universities but if you're low on budget you should choose SRM else choose Manipal. Placements of both colleges are pretty good.
