Listen, with 400 marks, there are chances to get in to a  government medical college But it is good if you secure 600+ marks in NEET 2020.  For private you need to score above 300. As your NEET score is 545, so it is a very good score.

All of them are good colleges for pursuing MBBS. NRS and RG kar are good but my humble suggestion is go for IPGMER as the institute have better rating compared to other two. It is a suggestion only because in the end it depends on the performance of students.
