Generally the for the PWD quota(general catagory) the marks goes down to as low as 250 in kerela but to be on the safe side scoring 300+ is a better option.

We do not know the source of your information because there is no official update that NTA mentioned that NEET will be conducted twice in 2021. While this has been doing the rounds for couple of years now, it never really happened and so we cannot validate anything about NEET
