Govt. Quota - 1165
Management Quota - 520
Tution fees for:
Govt. Quota in Govt. College - Rs. 13,610/Year.

You haven't mentioned your category, presming you as General as per previous year data under AIQ you hold chances in the following government medical colleges;

Last year the cut off rank of Government Institute of Medical Sciences, Greater Noida under 85% State Quota was 8128. So based on this, even if seats have been increased, you have very little chances of getting a seat in this college. But, you should wait till further rounds.
The only criteria to get admission in medical college in all India not just UP is to qualify NEET. There are several other exams but this is considered widely so I would suggest it and of course to have minimum marks in 12th standard. Well it does not make

No medical college fills hundred percent of their seats through the All- India Quota. Only 15 percentage of the total seats are filled through the All - India Quota. Rest 85 percentage of seats are filled through home state quota. Private colleges do offer admission through management quota
You haven't mentioned your category but in case you belong to General Category with AIR 53571 securing a GMC is not possible though you may have chances if you belong to SC or ST Category, cutoffs vary every year based on multiple factors such as seat matrix, marks obtained
