yes there is a quota for Sikhs in medical colleges of Punjab. In context to this, there are two kinds of reservations for sikhs, they are as follows,

  1. the first being for sikh minorities, which inlcudes 7,5% for NRI sikhs as well.
  2. the second kind, is the reservation

EWS is applicable and offered only for central universities in 15% All india quota. And it is applicable only for UR category candidates.All the state quota has different reservation for ews category that is released by their respective counselling authority.

10% of seat are reserved for ews category

No as per the official notice AIIMS and JIPMER counselling is to be held by the MCC/DGHS itself.
You dont have to fill forms separately for AIIMS and JIPMER
The Medical Counselling Committee (MCC) will conduct the counselling of JIPMER/AIIMS MBBS 2020 in the third week of October.
