Your question is incomplete as you haven't mentioned about which exam or about which course you are speaking but assuming course as mbbs and exam as neet I am answering the above query.

So last year the last seat was alloted at 511 for mbbs at North Delhi

Yes dear you can apply both for state couselling as well as AIQ.But,the condition it you should not have taken admisison through thr alotted seat.

Sorry you can't be able to get admission in any government colleges with this rank or marks . If you want to get admission in a government medical College or dental college then you have to score atleast 450 marks in OBC category.
