With 440 marks and belonging to obc category I think you might get govt medical college through state quota in Telangana. As per previous year the minimum cut off of Telangana for obc under State quota was 414 marks of rajiv gandhi institute of medical sciences in adilabad. Here

As per guidelines issued by NTA-NEET CONDUCTING AGENCY , there is no relaxation or reservation for the NCC cadets with any certificates.

With 179 marks, it is quiet difficult to get into a GOVERNMNT  MBBS COLLEGE  with any quota or reservation.

At all India level you will not be able to get any MBBS seat .

At State quota you will not get any government MBBS seat but you may get a paid seat in a private medical College as they are generally open to anyone who is willing
