According to the information provided by you, you can apply in defence quota of Delhi or Army college of medical science , New Delhi.
If you want to apply in defence quota other than your domicile state then you need to change your ZSB to the state you want

Shetra, 310 is too less in oder to get a government medical college.. Also as far as other states are concerned the cut off for All India 15% quota goes even higher so not possible to get a government seat in any other state..How ever, you can look for some

There is some chance in the mop-up round from past year cut off in BLDE University - Bijapur or JSS Medical College and Hospital - Mysore. But cut off modifies per year for the increase in candidates, paper level, seat matrix, state. You may miss this year admission!
