• 15% All India Quota Seat.
• 85% State Seat.

Ofcourse you can apply for both all India and state quota counselling. Infact I suggest you should definitely apply for both. 

Also let me inform you that you would be benefitting more under the 85 percent state quota.

See the rank u are asking for is too low for u to bag a govt college seats under all India quota to pursue ur higher studies in the field of ur interest under MBBS courses.u should be going for any kind of reservation or star quota or

• Government Medical College, Srinagar
• Government Medical College, Jammu
• Sher-e-Kashmir Institute of Medical Sciences, Soura, Srinagar
• The above colleges have cutoffs around 440 marks according to the previous years but this year the cutoffs are going to to be higher than the previous years because the paper was on the easier
