Your sister has got good marks but as the cutoff has increased and also Rajasthan is a State of higher cutoff so getting a government medical College is tough but there are chances of getting a seat. She has fair chances for dental seat and also private medical

Well for an OBC candidate to get a private medical colleges through state quota with such marks might not be possible.
For private colleges in Karnataka, students from all over India compete and because of which the cut off increases and getting a seat becomes way too difficult.
