hi surbhi,

in mop up rounds generally all the seats that remain vaccant after 2nd round of all the colleges are manually allotted to students who attend it based on their state ranks. it doesn't take place any particular college but all colleges in general.

Well if still some seats are left vacant in the state of Haryana for medical and dental colleges then a mop up round might be organised by the counseling authority to fill up the vacant seats and to complete the allotment process.

If you want to surrender your 2nd round alloted seat then you should have to login in your account at https://ipuadmissions.nic.in/genregsys/default.aspx and then there would be a tab for withdrawal of seat on the right side click on that and then confirm that.
