You have to visit the official website of the particular state through which counselling is being conducted.
You have to register then for the counselling.
For example Dr. NTR University of Health Sciences, Vijayawada is conducting counselling for ANDHRA Pradesh.

To qualify NEET 2019, for unrestricted category you need to have more than 50 percentile and for SC/ ST/ OBC you need more than 40 percentile. Given your marks you are likely to qualify but you won't be able to get admission in MBBS or BDS with your score.
