Dear Chandra,

According to previous year's cut off, none of the colleges under state quota have cut off below 560 and if the trend of previous year continues then you will have a hard time getting a college in Rajasthan via state quota.

Yes definitely, you have to affix the same photograph as the each portal preffred to affix the same photograph. You may change the photograph of registration and admit card at adverse situation only. Hope the answer satisfied you.

Yes student according to source you get the quota for admission in college for the state from which you did your +2.No matter If you studied in delhi till 10th, as you mentioned you did your 12th from Chennai so yes you're eligible for Tamil nadu medical quota.
