As you belong to SC category, with 193 marks you will qualify NEET 2019 examination. But to get a seat in government colleges is not possible. The cutoffs are although less than general category but don't reach upto such a level.

Please mention your state as well in the question so that I can give you proper details. If you have the advantage of state quota then you may get some average government college otherwise usually the cutoff for government colleges goes beyond 450 for SC category students.
