there is no semi government medical colleges. there are government seats in private colleges which cost way lesser than the management quota seats. now these seats have cut off which is differnet for different state. so the selection marks depends on your category and also state

with 434 marks in neet 2019 and from general quota,i am sorry to inform you that there is very very low possibility for you to get admission in government medical college.

Getting a score of 485 is not bad specially when talking about neet. Your brother definitely has a chance to get set a seat in government college in MBBS but nothing can be assured as the cut off level might raise this year. But don't worry ,
