Admission also depends on whether you are eligible for 85% reserved State Quota, caste category, etc.

For medical colleges in Uttarakhand, the cutoffs last year were mostly 500+(For UR category). So, with 480 marks, it might be difficult to get admission there.

Looking at last year's cutoff, you might be able to get admitted to Rajiv Gandhi Institute of Medical Sciences, Srikakulam but cutoffs vary every year.

If you belong to UR category, then you might not be able to get admission to any medical college in WB with 250 marks.

Cutoffs are usually higher than 510 marks for government colleges and 400+ for private medical colleges in WB for UR category.
