On the NEET admit card only two signatures are required.
1. Your own signature
2. Your parents' signature.
You don't need principal's signature on the hall ticket as far as NEET-UG is concerned. If you're asking about some other exam, it'd be good if you mention it in the comment

For getting into any government medical college, you should have a score of 550+ in NEET. Also, the competition for those seats in government colleges is very very high, so yes 550+ is the minimum requirement. But depending upon your category it may be variable. If you belong to SC/ST
If we look at the previous cutoff scores of jalaun medical college, the opening rank in the year 2016 was 2041 while closing rank 2986 (general category)
