Yes you can definitely apply through the all India quota which reserves 15% seats for students that do not belong to the particular state. Yes there is ST candidate reservation in Rajiv Gandhi Medical College. The ST cut off in RGMC for 2018 was 587-82 ( in marks) or 40% (in percentile). Other than this, the eligibility criteria for SC/ST candidates is that:

260 is bit less for a govt college. As far as private college is concerned most of the colleges give admission once you clear the cut off. We can't say anything much about the cut off right. But post result declaration check your rank and then you can know
