for any medical country there is no such thing as urban or rural school based criteria for applying

everybody can apply for NEET. Based on NEET score you will get admission if you eligible

predicting the college as of now based on any marks you get is difficult as of now

cut off varies every year depending on the difficulity of the question paper 

but yes if you want a low budget private college you need to keep your aim a little higher

Your qualification code for NEET will be 02. You've filled it right and so need not worry about it.
Code 02 is for those students who passed out class 12th but didn't take admission anywhere.
Code 01 is for the appearing students (newly/first time appearing students).
