If you have recieved an email saying that the photo and signature both are not correct and clear then the possibility is that the signature that you changed might not have been changed or might again be incorrect or blurred. SO it is better that you  upload both signature

It would be tough to tell you the exact cutoff marks as the cutoff varies every year. It also varies to All India quota and state quota cutoff.

For state quota cutoff, Try to score more than 550 to get a seat in Government Colleges.

the cut offs change every year so it is difficult to predict

and for different categories the cut off is different 

if you belong to general category

you really need a good score say 550 plus for a college in Delhi 

it also depends on your state & domicile
