no my friend 304 is too low to qualify for any of the government medical colleges in West Bengal even with the SC quota as of the 2018 cut off
you can definitely apply for any private medical college like KPC medical college your IQ city medical college with 304

with 420 marks you should have got a seat in nrs or RG kar medical college if you avail the SC quota reservation through the state quota although the cutoff for medical college Kolkata Arabic higher than what you achieved but I sincerely hope that you will be getting into

If you apply for 15 % AIQ then you do not need domicile certificate but if  you have to apply for state qouta then you must have 10 years living in tamilnadu  domicile certificate thank you...

you cannot directly do PG after B.Sc 

you have to do MBBS so first you have to give NEET UG then after MBBS only you are eligible for NEET PG in whatever college you want to do.
