In order to avail the 85% State quota counselling session one must have the domicile certificate for that particular State. 

If you don't belong to that particular state, you are not eligible to even apply for that state's

As cut-off marks vary year to year depending upon number of students appearing in exam and the difficulty level so if you belong to SC category and if you are applying under 85% state quota seats then to be on safer side you should score above 400 marks

According to the Tamil Nadu MBBS BDS Eligibility Criteria, you should be a domicile of Tamil nadu to be eligible for admission. Also, the candidates who have studied class 6 to 12 partly or completely outside Tamil Nadu, have to produce the domicle certificate.
