There is no mainstream medical course that doesn't requires NEET marks but yes there are Paramedical Courses which do not require NEET at all but other various entrance exams depending upon the institution.

The fees will be refund if you are not allotted any seat in all the rounds of counselling including stray vacancy round, The fee will be refunded in the account provided by the candidate at the time of registration, Security fee will be refunded only after the completion of counseling.

Yes you are totally eligible as students from NIOs board and with Biology/Biotechnology as additional subject is permitted to appear for NEET 2019.

Hey Pranav.
You will have to take the NEET entrance examination again to be eligible to take admission in any medical college for the Next session- 2019. Your rank or Score in the previous NEET exam that you've attempted would not be considered for admission in 2019.

Other state candidates can apply for the private colleges even in Maharashtra. In order to get admission in Maharshtra Medical colleges( Gov, Priv) you should have the domicile of Maharashtra. You can go for Kerala private colleges management quota seats.
