Yes, you are still eligible for NIT MCA entrance test as per 2018 notification stating that you need to have 60% in aggregate of all subjects. Since your previous semester results had been good, a bit lower percentage in one of the semesters would not matter.

In genereal counselling if you have alloted new seat then your previous seat was cancel

but if you did not got any new seat then your previous seat remains same.

By the way please mention the counselling name for which you are talking about.
