there are many colleges offering bsc in anaesthetia in karnataka, some are private and some are government, for government there is an entrance exam , which you have to give to get admission.
In order to get admission for MBBS programme, You need to apply for the counselling of the state in which you want to get admission but for Government seats you can apply only for your state.
If you are asking NEET 2019 admission then you need to apply its application
