in order to cancel the college in the state you should not join the college, and should not submit the fees, till the last date given , you can even contact the state officials to inform them about the same.
yes you have register seperately for aiq and state quota counseling, forms are out for both the aiq and state counseling, so fill the form and your choice filling accordingly.
