Yes, you can participate in andaman and nicobar medical college. There are total 100 seats at ANIIMS out of which 85 are for islanders and 15 for non-islanders(All India Quota). You will have to compete for those 15 seats.

The security deposit fee is only refundable fee if you are not alloted any college in NEET AIQ counselling.
The refund will be done after all the rounds of AIQ counselling are over and afterwards MCC release a list of candidates eligible for refund and within 15 days
