If you are allotted a seat in 1st round and you haven't joined or if you are not alloted a seat in first round then you can appear in second round.

In your score I think u will get the government seat. U can also go for the aiq seats in TN. Fill the choice of your college of TN first. But we can surely tell what will be the cost off. So go for the counselling and hope for the
