Yes, NEET is required for taking admission in BPT. From 2017 onwards all health science courses admit students on the basis of NEET rank only. The process of counseling is same as for MBBS/BDS in state quota. You have to fill a common form for all health sciences courses.

Yes sure you are eligible for any other state quota counselling as well. There is always some amount of seats that would be given to the Non Localites which would be filled by the other state students.
