you dont actually need a medical fitness certificate because once you get addmission in a medical college through counselling processs, they conduct the medical exmination of the admitted students themselves. so dont bother about it.

You dont need to pay security deposits unless you have got admission in the college from the counselling. And the amount needed for deposit in the fees criterion in that particular college so it shall vary from college to college although all the government college of the state have
There are chances in other states for MBBS in gov't colleges. But you've to be careful for it's registration in other states & AIQ seats. West bengal MBBS colleges are also an option where you can get only if you apply for state quota.
