Yes In 1st round of counselling you have a free exit. You can quit without choosing any college but if you go for 2nd round there you don't have choice. In case you don't select any college or if you quit. Your fee will not be refunded to you.
All India Quota counselling is conducted for admission to Government medical colleges. If you want to apply for management quota seats in any particular private college then you will have to apply for the state counselling.
