You can register and appear in both.
NEETexam is for gegetti admission into medical colleges for MBBS and CET exam is for getting admission into engineering and pharmacy courses, but not for MBBS.

In Haryana for general and obc students 530 marks, sc students 420 and for st students 390 marks.
For other states like Maharashtra, Karnataka, Gujarat cutoff will be below 500 marks especially in Karnataka it will be around 420 marks for general and obc students.
