You might but if you are from Rajasthan or Delhi it is close to impossible. But you have a chance in states like Maharashtra or Karnataka. I am not sure, this is just an opinion. You might try for phase 2.

The cut off can't be predicted beforehand as the EWS reservation has been implemented for the first round . However it would be a little below the general category cut off .The total seats reserved in EWS category all over India is around 4200 .
