Yes you can opt in for AIQ 2nd Counselling.But if you get a college in 2nd Round in state and you don't want to join it then your security amount will be forfeited.

In combined counselling for admission into various UG courses PJTSAU, PVNRTVU, SKLTSHU its hard to get admission through this rank.Though have not mentioned your rank i am considering it to be general.For UR NF the rank required for getting admission in agriculture was 509 in 2018-2019.
