In combined counselling for admission into various UG courses PJTSAU, PVNRTVU, SKLTSHU its hard to get admission through this rank.Though have not mentioned your rank i am considering it to be general.For UR NF the rank required for getting admission in agriculture was 509 in 2018-2019.

I wouldn't recommend dropping another year if you have already gotten admission in MBBS at a certain college since competiton is increasing day by day. If you are 100% sure that you wil clear the exam then do drop a year, otherwise I would strongly advise you not

Stipend varies from college to college unfortunately. Also depending upon whether its a GDC/ private college/ own university. And which city/ town you're located in.

The stipend varies but generally it is in following form for UG :

•  1st Year : 30000
•  2nd Year  : 35000
•  3rd Year

For participating in the counselling rounds candidate needs to register onlinr on the website of the counselling committee. Now registration is the one time process and once you registered you can go for the counselling rounds and choice filling. Now there is no seperate registration for the different counselling rounds.
