If you have chosen a seat from the all imdia quota, then you have to vacate the seat first and then apply for the counselling of the state and then get a seat.

There is no provision of transfer of seats in mbbs.

You can apply to Government medical colleges in any state under 15% All India Quota. According to the previous year cutoff for admission to Goa Medical College under AIQ, your NEET score should be 570+ (UR category)

You may try for admission to Deemed University and fee structure of deemed university is high. It vary from college to college, can be around 10-25 lakhs.
