As per your rank, its quite difficult to get a government college with all India quota and state quota.
But you can definitely get a good private medical college for MBBS with your rank.

If you belong to SC St or OBC category you are considered qualified in neet examination however if you are a general Candidate a score of 50percentile is must to qualify.
Getting qualified doesn't mean you can get a seat in govt Colleges. You might try your luck
