The cut off for admission in SV medical college, Tirupati in 2017 under the 85% State quota for the general category was a rank of 8602 and 561 marks.
Considering your rank you seem to have less chances in your preferred institute.

It most likely depends on which state domicile you have.. But even then, you have very low chances of getting a Govt Medical College..

Only Private.. You cannot get a Govt Medical College unless your State has more than 10 Govt Medical Colleges, and u have SC or ST Category..

Yes, you can Can't get any govt. in West Bengal with this marks.you can get some colleges like - Bankura Sammilani medical college, ESIC medical college Boka, college of medicine and JNM hospital etc.

According to your marks chances are less for admission to government medical colleges under 15% All India Quota.
For admission under state quota also, chances are less if you belong to open category.
However, kindly mention your state and category as cutoff vary from college to college
