After registration, the state government will declare its merit list for filling the 85% seats in the colleges

look last year SANTHOSH R GOT 657 marks his all india rank is around 260 but this it is around 65  rank there  is decrese in cut off for other states but for tamilnadu it may remain same or increse to 320 to 325 still now there is no clear

In general, first to qualify in NEET, a General Category candidate has to score 50% of the top NEET score. It is 40% for SC, ST, OBC. For example, if the top NEET scorer has scored 500, General Category candidates should score atleast 250 and SC,ST,OBC should score around 200

Sorry 

But ncert certificate won't provide you any concession in medical colleges. The admission to medical colleges is done on the basis of your beer score or category and not on the basis of some certificate.

According your score the chances are less to get a seat under 15% quota seat & state quota seats but you can try for the private colleges & deemed universities also.
