There is no option available to you for ESIC college in state counselling because andhra pradesh does not have any ESIC medical college. You can get option only if there is ESIC colleges in your state , you could have applied through All India Quota for getting a

In UP colleges like the HIND institute of medical sciences had admissions through a separate quota at a very subsidised fees.

As,UP goverment had given out guidelines for subsidised fees at certain private colleges. Previously 50% seats were allotted

But now there is no quota

Their's no payment seat or a seat through management qouta in ESI colleges across India.
The admission in these colleges are either made through All India qouta or through ES Insured Person qouta.
You cannot have a paid seat in these colleges.

You have not mentioned clearly for which counselling you are talking about.

Neither in counselling round 1 of All India quota nor in that of state quota ,are 100% seats filled .

A particular cut off is set according to which students are called for counselling. 

The left over seats which account for nearly 20-30% are alloted to students
