I think you are willing to ask the colleges offering BIPC. The cut off varies according to the difficulty level of the test, category, state topper rank or score. The cut off score for minority is 40.

There are no chances for you to get into government medical colleges. But you can get into private medical colleges of your state. The only issue is the high fees of private colleges as compared to those of government colleges. You have a good chance of getting into

Hello dear candidate. 

Even if you get a seat in the first round and decide you don't want admission in that college, you may appear for the second round. However, if you don't take admission in the college alloted to you, it simply means that you don't want that college.

Generally most of the central universities for medical have less fees. The annual tuition MBBS course fee for the All India quota seats is lowest in Maulana Azad Medical College, Delhi (INR 240/- annually) while the highest fees is that of Goa Medical College, Panaji at INR 89,500/-
