You didn't mention whether it is AIQ or state counselling.Nevertheless, in AIQ you don't need to report the college which you get in first round of counselling.

Whereas , if you get a seat through state quota in Bihar then you need to go the counselling centre

There are 2 ways to it. Either you can opt for free exit or you can opt for upgrading. For both options, you need to be present in the college in person to exercise the right of free exit or upgradation. Once you complete that process, you are eligible for

Unfortunately, it doesnt happen that way. The security deposit is refunded only after the entire process of Counselling has been completed. The rules are pretty strict about it. The amount will be refunded tonthe same account it was initally paid from.

Dear Harshita, this is possible. For this you need to go to the allotted college and opt for upgrading during the allotted period. Then you can participate in Round 2 counselling. So to answer your question, there is upgradation in Bihar State Counselling.
