Yes you can definitely apply for upgradation.. But the college you have been allotted you will have to go and report their and then you can apply for upgradation.. If your college has been upgraded the previous college will transfer all your admission papers to that college.. Hope this helps..

Unfortunately you cannot make in any Government Medical College with this marks. As per this year's closing marks in Round 1 NEET Counselling under 15% All India Quota, you cannot get any Government Medical or Dental College. Do not be disheartened. Try for Private Medical colleges.
