well that depends on what the rank of your dental college is in your state. if its rank is around 1st`or 2nd ,i.e, just below the medical colleges, then you have a chance to get upgraded to lower medical colleges, as the seats fill up in the order

According to National Ranking, R.G KAR medical college is ranked ahead than IPFMER. You can go for R.G KAR and take admission in it. Overall its a good college.
