The place you are born in is your state of domicile.Since you are born in Maharashtra it's your state of domicile .Domicile certificate/Permanent Residential Certificate (PRC) is a proof that you are citizen of that state .You might have done your 10/12th from outside but it doesn't matter

category rank means what your category is in your state. is it unreserved(UR), scheduled caste(SC) or scheduled tribe(ST) or other backward classes (OBC)or physically handicapped(PH) . ask your parents if you have a category certificate. that's how you know
