If we consider your score only on the basis of last year's cutoff then you may have a chance of getting a government medical college in Karnataka. Since the competition this year is very stiff nothing can be said exactly.

You have not mentioned about admission through  All India quota or state quota and about your category.

Yes , you can add ESIC college in ALL INDIA 15% quota because this quota is valid for each and every medical college across the country. There are few candidates who have IP quota , rest students are without IP quota. And there are no restrictions on addition
