To become eligible for ews category , you need to have ews category certificate . Without ews category certificate you cannot prove that you belong to ews category. If you take income certificate and tell I belong to ews category , it wont work.

You havenot mentioned your category. From All India Quota if you belong to general category then with a rank of 11915 it's difficult to get a seat. Last year from All India Quota for general category the cutoff was within 10k. But you can try as the cutoff

If you belong to SC/ST category, then you can surely get Government Medical Colleges of Himachal pradesh as the least last year cut off through AIQ was AIR 52171 and marks 437 for SC and AIR 68122 and 412 marks for ST.
