You havenot mentioned your category. From All India Quota if you belong to general category then with a rank of 11915 it's difficult to get a seat. Last year from All India Quota for general category the cutoff was within 10k. But you can try as the cutoff

If you belong to SC/ST category, then you can surely get Government Medical Colleges of Himachal pradesh as the least last year cut off through AIQ was AIR 52171 and marks 437 for SC and AIR 68122 and 412 marks for ST.
Note: Merit list changes every year

Firstly, I appreciate the confidence on yourself of obtaining a seat in the college that you wish to study. When you are sure about obtaining a seat in that particular college, you can really go for it. Applying for AIC or state counselling totally depends upon the marks
If you have not got any rank in NEET then it's difficult to get admission. I don't think you can get admission easily. But you may contact different private medical colleges. If you need anyhow admission they can assist you. But do remember you will have to pay
Hello dear student, its not possible to get admission anywhere with this less marks .this rank cannot fetch you government seat while you can try for the private medical colleges under management quota. To get MBBS in government college you need to have atleast 550+ marks with general category only
