Yes, you can not participate in counseling if you're not called for, or if your name isn't in the official list.

You can give for re-checking of the exam which was responsible for the result or try applying in another University, if possible.

Out of the total seats of Maharashtra , 15% seats are surrenderd as the All India Quota seats by the Medical Council of India ( MCI ). Rest 85% seats are declared as the state quota seats .

As per previous year cut off trend, your chances of getting a government medical college with a rank of 20843 in NEET in Jharkhand is quite low. If a similar cut off is seen. However  you could try for other paramedical courses if you want!
