You can get a Government seat through NEET  either through All India Quota of State Quota .

To be eligible for state quota you would need the domicile of that particular state (here Telangana).

yes, in the aiq counselling you have to set the colleges of your state in 1st prefernces and if your rank qualifies for that college ,then you can get admission there under aiq. but once you get admitted ,you can't go for state counselling further.
