if we get marks less than cut off.,.... We wont get seat..... Is there any chances of paying fees to attain the seat???

The way your are suggesting can only be done un private medical colleges who takes some donation fee.But now since every college consider NEET score ,you must have qualifying marks in NEET then only you can think of the mentioned way .
